Uncommon Public Service Award Current Recipients

The Herbert Hoover Presidential Library Association in West Branch awarded the fourth annual Hoover Uncommon Public Service Award to State Senator Daryl Beall (D, Fort Dodge) and State Representative Lance Horbach (R, Tama).

The award commemorates Iowa native Herbert Hoover, 31st president of the United States, and honors his unwavering commitment to public service and volunteerism.

Past winners Senator John Kibbie (D, Palo Alto) and Representative Jeff Kaufmann (R, Wilton) announced the winners’ names in their respective chambers.

The award takes its name from a 1948 speech in which Hoover said, “Let us remember that the great human advances have not been brought about by distinctly mediocre men and women. They were brought about by distinctly uncommon people with vital sparks of leadership.”

Beall and Horbach were chosen for their “sparks of leadership.”

Beall is serving his second term in the Senate, representing District 25 in Calhoun, Greene and Webster Counties. A former teacher, journalist and business man, Beall has wide bipartisan support throughout the state.

He is an advocate for numerous causes that improve the lives of Iowans, including education, veterans’ affairs, citizens with disabilities, mental health issues, wind energy, and multicultural inclusion and nondiscrimination.

As a nominator described him: “Senator Daryl Beall has repeatedly demonstrated what leadership, honor, integrity, generosity, and hard work best represent in a public servant.”

Representative Lance Horbach represents District 40 in Tama and Grundy Counties. First elected in 1998, Horbach is an independent insurance agent.

He is a member of several committees, including labor, economic growth and the judiciary. Well, know for the personal touch he brings to his position, Horbach is known for his interest in the Toledo Juvenile Home and its residents.

One nominator wrote, “Representative Lance Horbach has set examples of true leadership: compassion, passion/dedication, honor, integrity, generosity, and given great meaning to the role of public servant as an Iowa legislator.”

Beall and Horbach will receive their awards at the Hoover Presidential Library Association annual dinner on April 30 in Iowa City. Their names are added in the “Uncommon Wall” display at the Herbert Hoover Presidential Library-Museum in West Branch.

The Herbert Hoover Presidential Library Association is a private nonprofit support group for the Hoover Presidential Library-Museum and 186 acre National Historic Site in West Branch, Iowa. The three entities work together to honor the only Iowan ever elected to our nation’s presidency.
